Information for New Providers

INFORMATION FOR NEW PROVIDERS:

Provider Relations fully supports consumer choice. Accordingly we strive to attract and maintain a comprehensive provider network that facilitates choice while ensuring the delivery of quality services supported by high ethical standards.

New providers or organizations who are thinking about becoming new providers frequently have questions about the contracting process. We have listed below several of the frequently asked questions and areas of discussion:

If you aren’t already licensed, or Registered with the State as a provider, write to the appropriate licensing agency and find out the licensing or registration requirements Check the appropriate DHS or OES web site for a complete listing of downloadable program rules The regulations that cover EIM programs are:

Office of Elder Services - OES Policy Manual Site:
www.maine.gov/dhs/beas/policy2003/
Section 63 governs our Home Based Care Program

MaineCare Benefits Manual Site:
www.maine.gov/sos/cec/rules/10/ch101.htm
Section 96 for Private Duty Nursing/Personal Care Services governs our PDN program for MaineCare consumers.
Section 19 for Home and Community Based Care for the Elderly and Disabled governs our nursing facility Level of care consumers who choose to live at home.
Section 13 for Targeted Case Management

General Guidelines
♦ Providers are responsible for reading and understanding the rules and regulations. EIM will attempt to answer specific questions
♦ Providers will be required to complete a two-step application process. Acceptance of applications does not guarantee approval of provider agreement
♦ Begin checking out options for general and professional insurance as coverage is required by EIM
♦ EIM does not recommend any particular insurance agencies or policies to providers
♦ Complete Initial Application to EIM Provider Network and send to EIM Provider Relations
♦ Feel free to call, e-mail or write Provider Relations with questions or issues concerning the contracting process
♦ Questions about starting a business, business consulting, financial or legal planning need to be directed to professionals outside of EIM. EIM does not provide financial or legal advice about worker’s comp or withholding of wages for taxes
♦ Formulate a receivables plan for your start-up. There may be delays in reimbursement. It is not unusual to see a 6-8 week window from billing to reimbursement. There are times when reimbursement may take even longer. Become familiar with the billing and payment process with EIM and the State of Maine

Other Information for New EIM Providers

♦ Even though your provider agency is contracted and present in the EIM database, consumer choice dictates provider referrals.
♦ Provider Relations does not recommend providers to consumers or to EIM care coordination staff
♦ If you wish to meet your Consumer Services team you should contact the Care Management Team Leader for your geographic area
♦ Provider Relations will conduct an audit of personnel and consumer records usually within the first 3 months of your provider agreement.
♦ If you decide to change any rates, services or counties it’s important to put such changes in writing and remember to include the expected effective date
♦ Ask questions of Provider Relations for support. We’re here to help in any way we can.
